Governor's appointments : Governor Bert T. Combs, 1959-1963.

These records document the governor's authority to appoint civil officials. Included are instructions to the secretary of state to issue appointments to fill vacancies on the state and local level. Many of the 1959 records are cabinet level appointments, issued soon after the governor took office. Many of the remaining appointments fill vacancies on various boards and commissions. The governor could also appoint local officials, such as county judges and police judges, when vacancies occurred due to resignation or death, until elections could be held.

Governor of Kentucky, Judge, Lawyer Bert T. Combs was born in Clay County, Kentucky in 1911. He attended Cumberland College, and he graduated from the University of Kentucky Law School in 1937. After graduating with his law degree and serving in World War II, Combs began his rise in politics.
